This course prepares students to apply human capital development concepts in public administration. Students will create plans for managing human capital in public administration. The application of recruitment, development & retention of employees, compensation, motivation, performance evaluation, employee/employer relationship, personnel policies & politics, public service ethics, collective bargaining, employee/employer relations applied within government & non-profit entities will be analyzed.
