This course prepares students to apply techniques to evaluate public sector programs. Students will be evaluating public sector programs using analytical tools. Other topics, at the state, county and local level, include measures of effectiveness, benchmarks, baselines, performance standards, and customized stakeholder communication and collaboration.

    Communication Tools

    • Identify internal and external factors that influence how results are communicated.
    • Demonstrate the various ways that analyses and results may be used to inform policy decisions.
    • Develop an effective presentation to advocate a program analysis to stakeholders.

    Program Evaluation

    • Propose recommendations for program improvements.
    • Design a policy recommendation using appropriate performance measurement tools.

    Policy Models and Program Evaluation

    • Explain the process of policy analysis in the larger context of program evaluation.
    • Identify the common attributes of the policy-making process, policy models, and the policy cycle.
    • Differentiate between qualitative and quantitative performance measures.

    Forecasting Models and Data Collection

    • Evaluate models of forecasting and their value to program evaluation.
    • Describe the use of futures (predictions) in goals and agenda setting.
    • Determine which information might be valuable for various types of policy evaluation.

    Policy Recommendations and Analyses

    • Develop policy recommendations based on ideal and practical alternatives for a given stakeholder.
    • Explain the differences between the tools used to analyze private and public sector policy decisions.
    • Identify the advantages and disadvantages of cost-benefit analysis when examining programs and policies.

    Evaluation and Argumentation

    • Compare modes of policy argumentation.
    • Explain the effect of ethics on program evaluation and the potential for conflict of ethics with analytical results.
    • Identify the various approaches to program evaluation and the effect of community situations on the selection of approach.
